City-Sports Rules of Civility
I. Ejections
If a player is ejected from a game for any reason, he has exactly 2 (two) minute to be out of the dugout and 7 (seven) minutes to be one-mile away from the field area. If the player does not meet the requirements of this rule, his team forfeits that game. If a player is ejected three times in one season, this player is removed from the league for the rest of the season.
II. Returning to the field
If an ejected player returns to the field that night, his team is disqualified for the season. If the team happens to have a second game that evening, the ejected player is ineligible for those games as well.
III. Profanity
Profanity is not allowed and will penalized be at the discretion of the umpire. A player is afforded one warning for language, but the official of the game may immediately impose the league penalty based upon their discretion. Profanity use has become an issue in the last couple of years, so more severe policies are being enacted.
Softball/baseball penalty – The team will get a single warning. The next offender will be ejected from the game and the field area.
Football – A 25 yard “unsportsmanlike penalty” will be assessed.
Basketball – Three-shot technical for the opposing team and possession of the ball.
If any single player is cited with this penalty twice in a game, he will be ejected.
IV. Alcohol
If the umpire sees any player with alcohol in the dugout or on the field area, the player will receive a one-year suspension and the team is automatically removed from the schedule with no refund. This puts some burden on the coaches to control their tem, but there is a city ordinance against alcohol in the parks.
V. Fighting
If any fighting occurs, the president of the league will discuss the turn of events with the umpires of record. Depending upon the circumstances, those involved in the fight will be ejected for the season and will not be allowed to participate in city sports for the period of one-year and the city will press charges. After that year is up, the player is still not guaranteed reinstatement into the city sporting program. The player must apply to the president of the league, the head umpire, and the city department head in writing for reinstatement. Depending upon the circumstances of the fight, the player could be suspended for a longer period of time (such as if a weapon were grabbed/used or if broad challenges were made, threatening multiple individuals). The President of the league reserves the right to determine any length of suspension, though.
VI. Confronting the Officials
If any player or coach approaches an official in an aggressive or threatening way, or waits after a game for the official, that player will be banned from participation in all city sports for the period of five years. The city will press charges. After the five years are up, the player is still not guaranteed reinstatement into the city sporting program. The player must apply to the president of the league, the head umpire, and the city department head in writing for reinstatement. Depending upon the circumstances of the fight, the player could be suspended for a longer period of time (such as if a weapon were grabbed/used). Umpires also have the right to eject a player from a game AFTER that game has ended. The ejected player will be ejected for their NEXT game. This ejection will have to be approved by the President of the Marshall ASA and the President of the City Softball League and subjected to their decision of circumstance.
VII. Unsportman Like Conduct
This league is meant to be a community-based fun league. Players in this league are expected to realize this and that the intention is to have fun. Over-competitive players are good but not at the expense of their players and their teams. Unsportman like conduct aside from what is listed above will not be tolerated and can result in action by the league commissioner.
Players serving a long-term suspension for any infraction will be banned from playing in any city-sponsored sports event or league. Players must reapply to the league commissioner for reinstatement and are not automatically allowed to play after their suspension ends.
